How to Submit a Course Proposal for In-Service (Optional) Credit
Thank you for your interest in our optional credit program designed for professional development. At the CSUSB College of Extended and Global Education (CEGE), we provide a valuable opportunity for your organization to offer credit during employee training programs.
Below are the guidelines for submitting a course for In-Service credit. The College of Extended and Global Education (CEGE) handles all proposals and submits them to the appropriate academic department for signature approval. Credit Guidelines for Staff Development/Training Programs
Content
- Program content must be of an academic quality equal to that of courses and programs sponsored by CSUSB College of Extended and Global Education (CEGE) and should conform to the following guidelines. Most staff development programs align with this criteria.
Continuing Education Credit
- Optional credit courses are approved for credit in an amount that reflects 15 hours of instruction for each (semester) unit. Credit is generally not recommended for less than one full unit. If you are planning to submit a course for less than one unit, or for half unit increments we suggest that you contact the In-Service (Optional-Credit) coordinator to discuss alternative arrangements.
Course Proposal
- Those who review your course for approval have only the Course Proposal form to make a determination regarding the approval of your course. We can help you fill out this form – give us a call and we will help you over the phone! Filling this form out completely will increase the likelihood of your course being approved.
Instructor
- For each course there must be an instructor or coordinator responsible for evaluating and verifying participation of students. A completed Instructor Information form should be submitted for every instructor participating in the course. The lead class instructor is responsible for tracking students’ attendance and assigning grades. It is important that each Course Proposal form have a corresponding Instructor Information form attached.
Timeline
- Please allow 3-4 weeks for processing a complete course proposal. Submitting a course proposal to CEGE at least 4 weeks before the course is scheduled to begin will greatly increase the level of service we can provide to you.
Evaluation
- For participants registering for credit, an evaluation must be conducted by the instructor. This may be a pre-/post-test, a short reflection paper, an essay, a lesson plan, an examination, etc. which demonstrates the participant’s grasp of the program/course content.
Grades

To ensure timely processing, grades are typically requested from the In-Service instructor within one week after the program or course concludes. If your organization anticipates a delay beyond this timeframe, our department encourages you to contact the In-Service coordinator, Jonathan Rangel at Jonathan.Rangel@CSUSB.edu.

Optional credit courses are typically graded using a letter grade (A-F) system. Organizations seeking alternative grading methods should contact CEGE before submitting the course to discuss alternative grading options.
Class Roster
- Upon approval, course and registration materials will be routed to the course coordinator. Included in these materials are blank class rosters featuring details such as the course title, course number, class number, and registration deadline dates. The instructor will then finalize the roster by entering the names and final grades of students intending to register for optional credit. Following the course's conclusion, grades will be recorded, and the instructor will sign and return the roster to CEGE, typically facilitated through the coordinator.
Fees
- Optional credit fees are $105.00 per academic unit. Students may directly register with the College of Extended and Global Education. Please encourage prospective optional credit students to enroll with CEGE by the registration deadline provided on the registration instructions. We prefer that students submit their payment through the online registration link.
Approval
- To propose a program for credit, complete and submit the Optional Credit (In-Service) Course Proposal form along with the Instructor Information form and any other supporting documents to Jonathan Rangel at Jonathan.Rangel@CSUSB.edu
