Please contact us if you want to discuss a problem or need to make a report relating to discrimination on the basis of a legally protected status, harassment based on the basis of a legally protected status, sexual misconduct or sexual harassment, or retaliation because of your opposition to any such conduct, or your participation in an inquiry or investigation relating to discrimination or harassment.

ARTICLE V.A-B: PROHIBITED CONDUCT COVERED UNDER THIS POLICY AND APPLICABILITY
The CSU prohibits Discrimination, Harassment and Retaliation (DHR), as defined in section V(A).
Discrimination and harassment can directly or indirectly impact an individual's ability to work and study. It is the policy of the University to maintain an academic and work environment free of discrimination and discriminatory harassment for all students and employees. The University takes all reports of discrimination seriously and investigates each complaint thoroughly.
Additionally, the University prohibits retaliation taken against a student or employee that has or is believed to have opposed conduct believed to constitute discrimination that which the University prohibits; filing a complaint about such practices; or testifying or participating in an investigation related to a discrimination complaint. Retaliation includes adverse actions that are reasonably likely to deter an individual from opposing conduct or filing a complaint about such practices.
This policy of discrimination, harassment, and retaliation (link below) applies to all programs, activities, employment practices and operations of the University. This includes the conduct of all students and employees arising out of their employment or educational or academic status, as well as the conduct of all guests, visitors, vendors, contractors, subcontractors and others who do business with CSUSB.
ARTICLE IV: APPLICABLE COMPLAINT PROCEDURES
The CSU has adopted grievance procedures that provide for the prompt and equitable resolution of Complaints made by Students, Employees, designated officials, or other individuals who are participating or attempting to participate in its education programs, activities, or employment and allege any action that would be prohibited by this Nondiscrimination Policy. The following describes the appropriate procedures for investigating or resolving DHR Complaints that allege conduct that occurred on or after March 4, 2025.
- For DHR Complaints against a Student, the Interim CSU Nondiscrimination Policy – Student Respondent Procedures apply.
- For DHR Complaints against Employees, Third Parties, and/or Student–Employees, the Interim CSU Nondiscrimination Policy – Employee or Third-Party Procedures apply.
Complaints alleging violations of this Nondiscrimination Policy against a President or Title IX Coordinator/DHR Administrator shall be made to the Office of Civil Rights Programming & Services at CO-Complaints@calstate.edu. If the President or Title IX Coordinator/DHR Administrator’s role in the alleged incident was limited to a decision on a recommendation made by another administrator, and the President or Title IX Coordinator/DHR Administrator had no other substantial involvement in the matter, the Complaint shall be processed by the Campus.
