Enrollment Priorities

Enrollment is based on California Department of Education (CDE) and California Department of Social Services (CCTR) requirements and available space. Eligible children are enrolled in the following priority order:

  1. Children receiving Child Protective Services (CPS) or who are at risk of abuse, neglect, or exploitation.
  2. Children with exceptional needs (disabilities) from income-eligible families, enrolled by lowest family income. Must have active IFSP/IEP.
  3. Eligible two-, three-, and four-year-old children who are not enrolled in state-funded Transitional Kindergarten (TK), enrolled by:
    • Lowest family income
    • Dual Language Learner (DLL) status (if incomes are equal)
    • Earliest date placed on the waiting list (if still tied)
  4. Children from families with incomes up to 15% above the income eligibility threshold, if space is available and permitted by state law. Within this priority:
    • Children with exceptional needs are enrolled first.
    • Eligible three- and four-year-olds are enrolled before eligible two-year-olds.

Families who are not eligible for state funding may apply as full cost tuition families according to our tuition schedule; families are enrolled after priority is given to income eligible families.

CSUSB Student Families - Funding Information

Student families may be eligible for subsidized tuition through our CCAMPIS grant. CCAMPIS covers care while you are in class and studying. If you are a CSUSB student enrolled for Fall, Pell-eligible, and interested in applying for CCAMPIS funding, please indicate your interest on the waitlist application.

If you are accepted for admissions, you will be given a CCAMPIS application to complete. All student parents must submit a copy of their CSUSB class schedule prior to their child's admittance to the center. Class schedules must be turned in for your child's application to be considered complete. CCAMPIS will only cover child care costs for times when class is in session.

Virtual Services: Student parents whose children are not admitted may be eligible for Virtual Services, which will include materials for parent led activities, virtual circle times, and parent support. If interested, please indicate "yes" on your application. Interest in virtual services will not effect your child's waitlist status.

Frequently Asked Questions

When will I know if my child was accepted for enrollment?

Typically, the waitlist is open for 2 weeks before the center begins to review applications according to enrollment priorities and inform families of decisions. If you are accepted, you will be contacted via telephone to make an certification appointment to verify the information shared in the waitlist application. If you were not accepted, you will receive an email stating that your child will remain on the waitlist along with links to local resource and referral agencies to help you find the early education and care that works for your family.

The Children's Center is a small center that provides care for 40 preschool age children, with limited enrollment slots opening ever semester. We are committed to supporting our CSUSB community by providing high-quality early care and education, however, demand for our program is high with waitlists occurring every semester.

What if my child wasn't accepted for enrollment?

If your child wasn't accepted for enrollment for Fall 2026, you will remain on the waitlist for the rest of the Fall semester. If an enrollment slot becomes available, we will reach out according to CDE enrollment priorities. We will open waitlist applications for Spring 2027 and you are welcome to reapply if you still interested in your child attending the Children's Center.

There are outside resources for families that need early care and education, you may contact your local resource and referral agency for support in accessing available care and potential funding options, including other California State Preschools.

San Bernardino County: Child Care Resource Center

West-End San Bernardino County (Rancho Cucamonga, Upland, Ontario, Montclair, Chino, Chino Hills): Pomona Unified School District - Resource and Referral

Riverside County: Riverside County Office of Education - Early Care and Education

What is the enrollment process?

In addition to the application for admission, a packet of information including an certified application and enrollment forms must be filled out and signed before the child can begin the program. Upon confirmation of enrollment, an office staff member schedules time, if necessary, with families to review all forms and requirements.

If your child is admitted to our program, you will need to provide the following documentation at your certification appointment:

  • Income Verification (two complete months of pay stubs within the last 30 days)
  • Class Schedule (if applicable)
  • Employment Verification or Training (school) Verification
  • Birth certificate for all children in the household
  • Complete immunization records and T.B. Test (no more than 1 year old from start date) for child
  • Physical Exam (no more than 1 year old from start date)
    • Physicians_Report.pdf -- we HIGHLY recommend getting this filled out as soon as possible. No child may begin the program without a current physician's report

Because we are a state funded program, priority is based on CDE/CDSS priorities. Waitlist applications will be kept on file for the duration of the semester/academic year. You are welcome to reapply when waitlist applications reopen for the next semester. For more information, email childrenscenter@csusb.edu.

In addition to the waitlist application, a packet of enrollment forms must be filled out and signed before the child can begin the program. Upon confirmation of enrollment, an office staff member schedules time with parents to review all forms and requirements.

A parent orientation will also be conducted after your enrollment packet is complete to help orient you to our center classrooms, policies, and procedures.
