Administrative Council Minutes                                                        March 16, 2009

  1. Informational Handouts:  President Karnig discussed the following:

 

            An article from CSU, Daily News Clips, dated March 9,

            entitled “Daniel Weintraub: Right, left united in opposition

            “It’s back to drawing board if budget props fail.

  1. Telecommuting Policy:  Spencer Freund commented that the proposed policy would allow exempt staff employees to work from a remote workplace such as home, on an occasional basis.  The policy is not intended for employees to work 100% from home.  With the approval of the supervisor, employees in jobs suitable for telecommuting may be permitted to work from home in order to produce an agreed upon work product.  There was discussion about employee productivity in the workplace vs. telecommuting.  Mr. West raised concerns regarding liability for injuries while telecommuting and that telecommuting reduced worker productivity.    

          President Karnig requested that Mr. West provide him with

          information on studies regarding employee productivity and that

          the policy be returned for further review after the questions have 

          been addressed.

 

 

  1. Travel and Equipment Purchase Policy and Forms:  Mr. Gardner reviewed the modified forms and commented that some departments are already using them.  It was discussed that the process should only apply to state purchases and not foundation grants and contracts.  After  discussion, President Karnig requested that Mr. Gardner make revisions and return the policy for discussion. 

  1. Campus Fiscal Efficiency Suggestion Program:  Mr.  Gardener commented that the purpose of the program is to continue to look for ways to improve fiscal efficiency on campus and encourage employees to generate suggestions and proposals that will enhance the use of university resources and produce cost savings.

          The Fiscal Efficiency Suggestion Committee will review and

          evaluate suggestions submitted under this program.  Suggestions

          that are approved will receive cash awards.  Faculty will

          receive professional development funds in lieu of cash awards. 

          Employees, who are not eligible to receive awards on a

          suggested process that would be considered part of his /her

          duties, will receive university recognition.

 

          After discussion, President Karnig requested that Mr. Gardner

          return the policy for further discussion at the March 23 meeting.

 

         

          Announcements

 

          Dale West distributed a handout with proposed summer 2009

          4/40 schedule.  All favored the proposed summer schedule, and

          there were questions about the how the schedules will impact

          campus operations.  President Karnig requested that Mr. West do

          further research and return the proposal back next week for 

          additional  review. 

 

          Ross Moran distributed 2 handouts and provided an FTE update. 

          There was discussion on enrollment management.  Olivia Rosas

          provided FTE information for the Fall.

 

          Debbie Burns distributed a flyer and announced the new dining

          format at the Commons.  Beginning March 16, the Commons is

          changing back to retail format.

 

          Lorraine Frost announced that the Accessible Technology

          Committee will soon be hosting an event to provide the campus

          community an opportunity to learn about accessibility to

          information resources.  The Accessibility Awareness Day will

          be scheduled in May, with more details to follow.

 

          Françoise Aylmer announced the ground breaking ceremony for

          the CSUSB Observatory is scheduled for May 22.  

 

          Pam Langford announced that the Alumni Today directory is

          scheduled for distribution this month.  It’s the most up-to-date

          reference of CSUSB alumni ever compiled.  The purchase price

          for the directory is $89 and a copy will be made available to

          PDC and the library.  For additional information, contact the

          Alumni Affairs office.

 

          Pat Arlin announced event details for Careers in Education Day

          scheduled for March 17.  The event will provide information

          related to professional careers and program requirements for

          credential & master’s degree programs in Education.

 

          Olivia Rosas provided an update on the enrollment confirmation

          deposit fee and  what other campuses are currently doing. Half of

          the campuses are implementing this and others are not.  A survey

          will be sent to CSUSB students entering Fall ’09 inquiring how

          the deposit fee would impact registration.
