Administrative Council Minutes February 16, 2009

President Karnig reviewed comments that Dr. John Husing made at a recent Inland Action meeting:
· Statewide there has been a reduction of 200,000 jobs.
· The Inland Empire unemployment was he highest in the nation and only recently was surpassed by Detroit.
· The Inland Empire economy -- which has been based on land, construction and business and consumer retail – hes experienced an $8.3 B reduction, creating an economic hole.
· Taxable sales have seen a 14% decline.
· More than 33.5% of Inland Empire homeowners owe more than their homes are worth.
President Karnig reviewed the Economic Stimulus Bill information provided by Ed Elmendorf at AASCU.
· An increase of $500 to the maximum Pell Grant award over two years. The maximum award in 2009 will be $5350, increasing to $5550 in 2010.
· A total of $53.6 B is provided for a State Fiscal Stabilization Fund.
o Of that amount, $48.3 B will be available to states for two purposes: $40 B to restore state funding deficiencies for the fiscal years 2009, 2010 and 2011 and the remaining $8 B will be used by governors to support public safety and other government services that may include funds to elementary and secondary education, as well as institutions of higher education and for modernization, renovation, or repair of buildings in these systems, including projects at higher education institutions with a recognized green rating system.
· The remaining $5 B is available to governors for a State Incentive Grant that includes funding for state longitudinal system data collection.

An article from The Arizona Republic, dated February 10, entitled “Crow: ASU Will Cap Enrollment, Close Dozens of Programs.”
An article from The Chronicle of Higher Education, dated February 11, entitled “Key Provisions for Higher Education in the Economic Stimulus Compromise Plan.”
An article from the Los Angeles Times, dated February 13, entitled “College Opportunities for State Residents Ebb.”
A letter addressed to Assemblywoman Fuller from Karen Zaharripa, dated February 10, regarding positive information about the CSU and work on the Voluntary System of Accountability.
- 2009-2010 Standard Cost of Attendance Allowances
Ms. Ruiz discussed the estimated standard cost of attendance allowances for commuters, students living on-campus, and students living off-campus. The charts were broken down for undergraduates, teacher credential, graduate and other post-baccalaureates and doctoral students. Students are notified that adjustments can be made if requested.
- Revised Policy on Student Participation in Policy Development
Dr. Rincón commented that he had contacted the Chancellor’s Office regarding the question of students being included in department meetings, and the response was that is not the intent of the policy and not required. It was recommended that the last three bullets be changed to read:
· All relevant campus-wide committees, task forces and commissions shall extend opportunities to include reasonable student representation.
· Campus procedures shall be developed to track appropriate campus-wide committees, task forces and commissions in order to keep the Associated Students, Inc. leadership apprised of vacant student positions.
· New campus-wide committees, task forces and commissions that develop and recommend policies shall be reported to the office of the Vice President for Student Affairs.
With the inclusion of the new language, President Karnig approved the policy.
- Announcements
President Karnig announced the last candidate for the Provost position will be on campus this week and requested that comments about the candidates be forwarded as soon as possible.
Dr. Fernández announced that there is a power outage on the first floor of the College of Education Building and that classes will be relocated.
Dean Clark distributed a flyer calling for 100 graduating seniors to take the Collegiate Learning Assessment survey. President Karnig requested that if at all possible to include students who have been here for all 4 years.
Dr. Hatcher announced the first student athlete reunion is scheduled for Saturday, February 21, 3:00 – 5:30 on the soccer field, and that the Hall of Fame Inauguration event is scheduled for June 3rd. At that time the following people will be inducted: Dr. Anthony Evans, Mr. Nickolas Coussoulis, Ms. Kim Morohonfola, Mr. Scott Householder and Mr. Mark Warren
Dean Carlson announced that the water in the Biology and Physical sciences Building has been stabilized. He also announced that 27 students, one faculty member and one staff member will visit the University of Inchang in Korea in March.
Dr. McGowan announced that General Pittard and others will visit campus on February 18.
Ms. Burns announced that the Bookstore and Food Services Advisory committees have met. Due to concerns expressed, Sodexo will change over to the retail concept on April 1 and discontinue the “all you can eat” concept. They will also do a better job of marketing. There was less satisfaction with Follette and textbook ordering and that they need to do a better job of communicating with faculty.
Mr. Gardner announced that he received word that the electrical problem with the College of Education Building has been taken care of.
Dean Bowerman announced that Dowell Myers will present a lecture entitled “Immigrants and Boomers: Forging a New Social Contract for the Future of America” on Thursday, February 19, 1:30 – 2:30 in the Sycamore Room of the Lower Commons. Dr. Fernández commented that Dr. Myers is an excellent speaker.
